Advisers working with older people should be aware of the importance of understanding the rules which local authorities use when charging for residential and nursing home accommodation, and the effect this has on benefits. The regime, which came into being in 1993, has been subject to a number of changes over the years through both legislation and developing case law. This year sees yet more, as the changes announced in the Government's response to the Royal Commission on Long Term care begin to come into effect.
